Access to quality health care. Guam Memorial Hospital recently lost its accreditation and is on the verge of losing certification with the Centers for Medicaid and Medicare. As a pink lady of the GMH Volunteers Association and the granddaughter of a pioneer CHamoru nurse, I know how valuable community partnerships are to GMHA. One of my first pieces of legislation will be the GMH Rehabilitation Tax Credit Program. This legislation will authorize a two-year, $5 million dollar-for-dollar match tax credit pilot program for businesses to donate to the hospital for the purchase of lifesaving supplies and equipment and bring relief and stability to Guam’s only public hospital.

Fiscal stability. Our government is facing a fiscal crisis due to the Trump tax cuts. We need leaders who will work hard to find innovative solutions and at times make difficult decisions. I will work hard to ensure that we first collect taxes owed to our government before we suggest an increase in any tax rate or the introduction of a new tax. As a first step, I will support the funding and hiring of revenue and collection agents and modernizing the antiquated records and billing system at the Department of Revenue and Taxation.

Public safety. Guam is our island paradise and there is no place for crime here. Education and employment opportunities are key to curbing crime. I will promote opportunities that offer practical, hands-on experiences to allow our youth to explore their passions, make a connection to our island and find meaningful career paths. Additionally, I will support collaborations between our government agencies, community groups, and nonprofit organizations to address Guam’s drug epidemic and other social issues plaguing our families.
